Suggested Action:  Postpone further action on future meetings until after the Library of California Board meeting in Irvine on August 16-18, 2000.

NETWORK STATUS APPLICATION FOR GOLD COAST LIBRARY NETWORK

a.             Review June Library of California Board meeting results.

b.  Bylaws Revisions – Moved by Committee, requiring no second to adopt the revised Bylaws

 from which the language questioned by the State Library has been removed.

c.              Discuss options for action by Region VII.

On 6/27/00 Diana Paque wrote:  “I have sent an inquiry to [the CSL lawyer ] … concerning our ability to treat all services purchased with 98/99 and 99/00 funds as promotional rather than member services.  I indicated … the tremendous disincentive to membership if services had to be withdrawn for nonmembers when the network is established.”

On 5/31/2000 Diana Paque wrote:  “Starting Date for Regional Library Network:  One of the parts of the Board’s motion when they approve your region is to specify the date on which the region would begin operations.  Is this something you have discussed?….  In making a recommendation to the Board on a start date, we want to propose one that is in the best interest of your region, and doesn’t set up a situation under which you are having to remove or deny services to those who aren’t members.”

GRANTS

                  Paul Adalian, Cal Poly, and Todd Peterson, the graphic artist working on our project, will attend this meeting. To see samples of the logo that has been designed for Region VII, go to http://multiweb.lib.calpoly.edu/logos/

                  1)             Graphical Identity for Region VII -- Your suggestions are needed

                  2)             Web Directory – Ratify the email summary of the elements.

c.              Online Database. 

                  Region VII libraries are in process of adding this resource to their systems.

Agreements between the host locations and Region VII are being executed.  Region VII has contracted with GTE to connect the phone lines and provide the equipment.

                  Mark Parker has offered to suggest consultants.

f.               Telecommunications Grant Application

The grant award letter for Cat-A-Link Gold, the Region VII Virtual Catalog has been received.  The grant application requested $540,930 in Lib. Of CA funds.  The award letter authorized $506,000.  It disallowed $34,000 in peripheral equipment.

Is Gold Coast Library Network interested in tagging along on Region IV’s contract for NewsBank services?  I talked to two representatives from NewsBank in June.    The Region IV contract offers discounted service from NewsBank.
