1. Description of the Developmental Project or Program the planning region would like to be funded through supplemental Library of California funds.
Describe the proposed program or service in sufficient detail to explain what it is, describe what it does and what it can do for regional development, and provide any detail which is necessary to clarify and explain the program or project. Detail must be sufficient to support your budgeting and funding request.
Funds are being requested to analyze the electronic status and readiness of all Region VII libraries. An automation consultant will be hired to conduct the study, analyze the results and publish a report with recommendations. There are over 55 members of the Region VII Core Planning Group. Some are fully automated and offer patrons full access to the wealth of electronic resources of modern society. Others have an automated catalog in various states of standardization, in some cases with little or no connectivity to online reference resources and electronic databases. The Gates Library Foundation initiative is having a profound effect on public libraries, as did the State of California’s InfoPeople Project. Nevertheless, the readiness of libraries for multi-type library interconnection varies widely among the libraries. Some Region VII libraries still operate manually for most library purposes even if the parent institution has provided electronic word processing and other computerized functions. These libraries are addressed in a separate application for automation conversion grants to small libraries with valuable resource collections.
Establishing the electronic status and readiness of all libraries in Region VII is critical to the effective and realistic development of network services.
NOTE: This grant application is an “advanced draft”. The grant writing team was not able to develop it fully in time to meet the deadline because of prior commitments and illness. Nevertheless we felt it was important to present information about this fundamental necessity in the region.
2. What process did the Regional Planning Group follow to develop funding requests? What data, condition and/or needs assessment supports this request?
The need to get a clear and accurate picture of the automation of the libraries in Region VII was a concern of the TIE Advisory Board at the outset of Library of California discussion. The Region VII Core Planning Group has also been interested in getting the information and has discussed a number of possibilities at its meetings. During the brainstorming session held, December 16, 1999, a grant writing team was appointed to develop an application for a project that would provide the fundament information about library automation and electronic readiness.

It is anticipated that libraries that are members of the Core Planning group (or members of the Regional Network if it is established during the grant period) will be included in the analysis funded by this grant. Additional libraries may participate by joining the Core Planning Group or the Network

4. Impact of the proposed program or project on the development of the Regional Library Network
Describe how implementation of the proposed program or project enhances network development. What specifically does it add to the development of the network? Who does it serve? How does it encourage increased participation/membership? Should this program be funded, what are the requirements for keeping it going or delivering the service once this funding ceases? Include any further details on impacts that will assist in analyzing your application.
There is a strong need in Region VII to establish the baseline for connectivity if the “One library, 8,000 doors” purpose of the Library of California is to be achieved by the Gold Coast Library Network.
Specific Additions to the Network:
o Broader network participation because of concrete data about the readiness of the Region for full partnership in the Library of California
o Greater willingness to participate in resource sharing, both as a provider and as a recipient, because of better information about the readiness of other libraries.
o The value of making the effort to be eligible and participate is more apparent when information about other libraries is readily available.

· Region VII planning and development through better knowledge and information
Encouragement to membership:
o Region VII member libraries will be increasing aware that the Library of California is real and is happening. They will not want to be left out.
After supplemental grant funding ceases
1) This project will be complete when the grant period ends.
2) It will not have to be repeated for a number of years.
3) The network plan for Region VII will use the information gathered under this grant during the next few years.
