1. Description of the Developmental Project or Program the planning region would like to be funded through supplemental Library of California funds.
Describe the proposed program or service in sufficient detail to explain what it is, describe what it does and what it can do for regional development, and provide any detail which is necessary to clarify and explain the program or project. Detail must be sufficient to support your budgeting and funding request.
This grant project is to negotiate a contract to provide online database(s) free to Region VII eligible libraries for a year and at a greatly reduced cost in succeeding years. Specifically this application proposes to contract with Gale for its product, Biography Resource Center.
Libraries have traditionally bought reference books that are too expensive for individuals using the pooled resources of the community. Now reference information is moving online. Region VII proposes to negotiate a contract for all its eligible libraries that will use "pooled resources" for the Region to make available an expensive resource that would otherwise be available only to the well-funded libraries.
A growing number of people have access to the internet, and to the many millions of free websites offered, but they do not know about databases which might help them answer questions for work, school, and daily life. Sometimes these databases require more training than the average user might have.
Libraries are the obvious place for the provision of online databases to the public. This is now being done on a piecemeal basis, where libraries have the funding to supply them. Using the web, a library may supply a number of databases which are free to all, but limit others to their own cardholders, who use their library card number or a personal identification number for access.
Database licensing for regions, or for the whole state, would be an excellent program for the Library of California. Providing access to databases, as has been done with Rand, has proven to be an attractive part of Library of California activities.
A variety of databases available to member libraries will encourage network development and participation through offering a genuine service to library customers. Expanding access to databases will interest library customers, library boards and commissions, local politicians and library staff.
2. What process did the Regional Planning Group follow to develop funding requests? What data, condition and/or needs assessment supports this request?
The Gold Coast Library Network has established a variety of committees to work on Library of California issues. One of these is the Transition Committee, which, among other efforts, developed and distributed to potential members a survey about possible services of the Library of California. One possibility listed on the survey was "Group purchasing/leasing," which tied for first place. At every Core Planning Group meeting, participants have expressed enthusiasm for this possible service via the Library of California. Library staff from other areas, encountered at meeting and conferences, share this feeling.

Free access to online databases would be a powerful tool in convincing library administrators and governing boards that the Library of California holds potential benefit for them, for their institutions, and for their customers.

4. Impact of the proposed program or project on the development of the Regional Library Network
Describe how implementation of the proposed program or project enhances network development. What specifically does it add to the development of the network? Who does it serve? How does it encourage increased participation/membership? Should this program be funded, what are the requirements for keeping it going or delivering the service once this funding ceases? Include any further details on impacts that will assist in analyzing your application.
Access to Online databases for network members would be an enormous enhancement to network membership, or potential membership, as stated above. It has the potential to enhance service for library customers, which is an inducement for library staff, administrators, and governing boards. In an age of information, a time in which "technology" means information, there is all the more reason for libraries to supply the broadest range of information possible, in order to remain current and useful.
If this program were funded, the members of the Gold Coast Library Network would be able to assess the outcome of the project in order to determine its priority with the Network's operation. If the project were extremely successful and desirable to the members, the Network Planning Process would determine how to keep it going.
5. Provide a timeline for the implementation of the project or program once funding is available.
Any timeline for the licensing of databases would be dependent on the process at the state level. Gold Coast Library Network would hope to make this valuable program available to members and potential members as soon as possible, in order to enhance the effect on potential members.

Biography Resource Center (Gale) contract for one year of access, unlimited
simultaneous users for in-library and remote authorized users covering all libraries
in the region except Thousand Oaks Public Library based on Gale’s cost estimate
good through 6/30/2000. Regional training sessions, documentation, and technical
support are included.
Second year sliding scale estimated pricing: $4,800 - $24,000 depending on library
type and size; pricing assumes billing via Region VII for participating libraries.
Contract will address use statistics, buy-in by other regions and options for renewing
coverage for all Region VII libraries under terms similar to first year.
