1. Description of the Developmental Project or Program the planning region would like to be funded through supplemental Library of California funds.
Describe the proposed program or service in sufficient detail to explain what it is, describe what it does and what it can do for regional development, and provide any detail which is necessary to clarify and explain the program or project. Detail must be sufficient to support your budgeting and funding request.
Funds are being requested to research and install equipment for one videoconferencing site in each of the three participating counties in the Region VII Gold Coast Library Network: San Luis Obispo, Santa Barbara and Ventura. These sites will be used to facilitate and encourage the meeting and communication process of region participants by eliminating the distance and travel time required to meet with other members on a regular basis. Though some video conferencing equipment does exist in college and university libraries in the region, there is priority usage by the owning agencies for curriculum support and in some cases the libraries are prohibited from booking use by outside agencies.
These videoconferencing sites will make region activities more accessible to the wide variety of libraries who might be potential members, but are not able to participate if activities are far away from them. The equipment will also be available to provide training sessions to the membership in an economical and effective manner. During orientation and information sessions held within the Gold Coast Library Network’s region, training was identified by the participants as one of the services that would be most valuable. With videoconference training sessions held in each of the three counties, the number of member libraries able to avail themselves of the opportunities would be substantially increased.
What process did the Regional Planning Group follow to develop funding requests? What data, condition and/or needs assessment supports this request?
The Core Planning Group discussed regional needs as part of a brainstorming session during its regular meeting in December 1999. During discussion it was noted that some libraries cannot agree to participate in governance and other activities if participation requires significant travel time. The Core Planning Group repeatedly talked about the value of virtual meetings via videoconferencing during the past months. Videoconferences in lieu of face-to-face meetings are usually most enthusiastically endorsed by people who have traveled from the north to the south for a meeting. It can be a three-hour trip.
3. Libraries to participate in the proposed program or project
Specify the libraries and/or type of libraries to participate in this grant. If all libraries in the planning region will be participants or potential participants, specify that fact. Provide a brief rationale for why these libraries are and should be the proposed participants.
The libraries that are members of the Core Planning Group will initially be the primary participants in videoconference meetings for Region VII. When the network is established both the Network and the Council will participate. However, all members of Region VII will benefit when the videoconference equipment is used for training and continuing education.

4. Impact of the proposed program or project on the development of the Regional Library Network
Describe how implementation of the proposed program or project enhances network development. What specifically does it add to the development of the network? Who does it serve? How does it encourage increased participation/membership? Should this program be funded, what are the requirements for keeping it going or delivering the service once this funding ceases? Include any further details on impacts that will assist in analyzing your application.
The provision of videoconferencing capabilities in the three counties of the Gold Coast Library Network would have substantial impact on the development of a strong network through broad member participation. Many of the smaller libraries have only one paid staff person and would not be able to take the time to participate fully in the region activities and governance without the provision of a local venue to access meetings and training.
With videoconferencing available the region would be able to provide:
· A means of participation
· A vehicle to educate, inform and interact with member libraries.
· A venue to provide training to the membership in an effective manner
· An opportunity to participate in the region activities.
5. Provide a timeline for the implementation of the project or program once funding is available.
July 1 – September 1 Investigate options and develop specifications for equipment and sites
July 1 – September 1 Develop meeting schedule and training opportunities
September 1 – November 1 Develop plan and install equipment

Contract services must be included under Operations. Any administrative costs, such as fiscal fees, must be detailed and included under Operations. Equipment under $5,000 must be included in Operations; equipment over $5,000 per item must be included in Equipment.

The estimates provided in the attached budget are from a faxed quote from GTE for basic pricing for ISDN line installation and ongoing costs as well as cost quotes for a recent installation of videoconferencing equipment at Westmont College. Although there are most likely some cheaper and some more expensive alternatives to the Westmont installation, this mid-range quote provides basic costing guidelines from which to develop bid specifications and proceed with further investigation into equipment alternatives.
