Narrative: Provide detailed narrative answers to the following questions. Answer each item in order, number each response according to the numbering below, and use as much space as necessary. Use 12-point font size, with margins.
1. Describe the Regional Gateway Telecommunications or Patron Authentication Project the planning region proposes to be funded through the Library of California telecommunications program.
Funds are being requested for a regional gateway server to link Region VII multi-type libraries and support public access to library catalogs. This project will begin with those libraries that are electronically ready to link. It will expand as other libraries become ready

remote patron authentication. Public access via remote Internet browsers and patron-initiated interlibrary loan are part of the project design.
Although it is currently possible to search a number of the electronic catalogs in Region VII, each needs to be searched separately, i.e., a new search must be done in each catalog. Furthermore, the interlibrary loan function is not integrated with the searching capabilities. Therefore, when a needed item is located in another library, the Interlibrary loan must be done manually or via OCLC generating costs to the libraries for OCLC and staff intervention.
A virtual Region VII union catalog that includes automated searching through multiple collections, automated interlibrary loan requests placed by the patron and automated interlibrary loan tracing will be an important element of the Gold Coast Library Network. A virtual union catalog for the Gold Coast Library Network will encourage participation in the Library of California Interlibrary Loan Reimbursement program as well.
The Gold Coast Library Network expects to include physical delivery of materials in its network plan. A delivery system coupled with a virtual union catalog would produce significantly expanded service to library users.
2. Describe the planning or selection process that the Regional Planning Group followed to develop this telecommunications request. Describe what pre-existing projects will be incorporated into this request. Provide any support documents, as needed.
The Transition Committee of Region VII conducted a survey in October 1999 to determine what services the members of Region VII wanted from the Library of California. The category “Expanded Resources” was the second priority for three of the four types of libraries and scored as the highest priority for the fourth type of library.
The Core Planning Group discussed regional needs in a brainstorming session during its regular meeting in December 1999. At that time, linking library catalogs electronically was identified as a specific project desired by Region VII. The linking of multi-type library catalogs is seen as a cost effective way to expand the quantity of resources available to library patrons. The geographic proximity of the potential lending library, i.e., another Region VII library, is a positive reinforcement of network validity.
Conditions supporting request
o Lack of automated searching across different Online Public Access Catalogs in Region VII
o Absence of machine-to-machine interlibrary loan handling within the region
o Absence of opportunity for the patron to initiate his own interlibrary loan requests.
In addition, Planning Region VII received a grant for a study of the electronic readiness of the libraries in the region. The study will begin as soon as a consultant is selected. It will identify the libraries that at electronically ready to participate in the Cat-a-Link Gold Virtual Union Catalog and Interlibrary Loan System project as well as those that will be ready in a short time.

The information in this table must be verified. Region VII’s grant for a study of electronic readiness will examine these questions. In addition, if this grant is received, the first task will be to verify readiness and establish agreements with all the libraries that want to participate.
4. Describe how the Regional Library Network will promote public use of an authentication or gateway catalog / ILL system to the public and how the Library of California will be acknowledged as a sponsor.
Region VII plans to prepare printed materials (bookmarks, flyers, or similar) to distribute to patrons at participating libraries about the increased access to resources made possible by the Region’s Gateway Catalog and Automated Interlibrary Loan service, Cat-A-Link Gold.
In addition, train-the-trainer sessions will be offered to library staff members who will in turn do patron training on Cat-A-Link Gold in their own libraries. Announcements will be made to the leaders of the parent institutions that participate in the Cat-A-Link Gold explaining the services and highlighting the benefits to their clients. School libraries, school administrators and other managers will be invited to demonstrations of the system. A full-scale announcement program will be undertaken when the Cat-A-Link Gold system has been tested and is running smoothly.
The Library of California’s sponsorship will be acknowledged prominently on all printed materials explaining the system. The sponsorship statement will also be appear on the menu screens that a patron uses to conduct his search for an item.
5. For Gateway Catalog/ILL projects, describe how the project will address requests for materials that are not available within the region.
Initially, requests for materials that are not available within the region will be manually searched either by local library ILL staff or possibly by the Region VII reference service if one is established. At the discretion of the local library, requests not found within the region will be sent to OCLC Interlibrary Loan.
Eventually, Region VII’s Cat-A-Link Gold will connect to those of other regions automatically according to established and approved searching hierarchies.

7. Personnel Requirements.
For each position funded by the project, a job description must be provided.
Region VII plans to employ 1.75 FTE’s during the implementation of this project to assist local library technical staff with installation of Cat-A-Link Gold. The technology staff will visit each participating library and work with local staff to ensure smooth implementation and to work out problems.
Contract services must be included under Operations. Any administrative costs, such as fiscal agent fees, must be detailed and included under Operations. Equipment under $5,000 must be included in Operations; equipment over $5,000 per item must be included in Equipment.

Automation Technician – Full-time. $37,000 per year +25% benefits = $46,250/year
Project Assistant – Three-quarter time. $15,000/ year +25% benefits = $18,750/year
The full-time position will be completely dedicated to this project during the first year for implementation and start-up. The ¾ -time position will not be a shared position. The employees will be working only on this project during the implementation period.

Personnel In-kind revenue represents time spent by professional and technical staff at the approximately 70 local libraries conferring, installing, and troubleshooting.
Operations in-kind revenue represents office space, office equipment use such as fax, phones, copiers, and existing telecommunications resources applied to this project.
Equipment in-kind revenue represents approximately 64 PC’s that are currently owned by libraries and are available for use with Cat-A-Link Gold.
