LIBRARY OF CALIFORNIA

 

     The Library of California, which was established in 1998 through legislation, provides for the linking of all of California’s nearly 8500 libraries, including public, academic, school and special libraries.  Each of the eight regions is busy deciding how to implement a plan of service within the guidelines provided by the legislation and regulations.

 

     Region VII includes libraries in Ventura, Santa Barbara and San Luis Obispo Counties, and a few in Los Angeles County.  Monthly meetings of its Core Planning Group are held on Thursdays at 1:00 p.m.  Meeting locations vary throughout the region.  Employees of all libraries and institutions with libraries in Region VII are welcome to attend; a schedule of planned meetings is listed on page 4.

DIANA PAQUE LEADS LIBRARY OF CALIFORNIA

 

     Diana Paque has been selected as director of the Library of California, announced Dr. Kevin Starr, the California State Librarian.  Diana Paque helped to create the Library of California.  Her varied experience includes work in a public library, a university library system, a health services library, and a community college library system.  This experience has given her first-hand knowledge of the needs of different types of libraries.  Most recently she was head librarian at Solano Community College.

 

     Paque will receive her doctorate in public administration next year from the University of Southern California, where she also earned her master’s degree in library science.  She officially began her job as director of the Library of California on December 1, 1999.

 

     Anne Marie Gold, former Interim Director of the Library of California, has accepted a position at Stanford University.

NINA TAYLOR WINS CONTEST TO NAME REGION

 

     Region VII has a new name, as a result of a “Name-Our-Region” contest.  The winner, and new name of Region VII, is Gold Coast Library Network.  Region VII thanks Nina Taylor, of Lompoc Public Library, for her winning suggestion.

     At the November meeting of the Core Planning Group, Marcia Frasier presented Nina Taylor with a mug inscribed with Gold Coast Library Network, Library of California, Region VII, with a background of a wave.  Nina also received Starbucks Gold Coast Blend Coffee, Gold Line Darjeeling tea, coffee and tea filters, along with a basket to hold everything.

GOLD COAST PROPOSES MEMBERSHIP REQUIREMENTS

 

     The Region VII Membership Committee, Patricia Allaback, chair, has drafted an application for charter member status in the Gold Coast Library Network, based on legislative requirements.  The first draft from the committee, dated October 28, 1999, lists membership criteria and includes a membership application.  A second draft of the application for membership was prepared on November 30, 1999.  Go to the Gold Coast Library Network web page to see these documents.  URL:  http://goldcoastlibraries.org

 

     Requirements include:  a written mission statement and service objectives, a fixed location in or adjacent to the region, established hours of service, an organized collection, willingness to share resources, paid qualified staff, and an established funding base.

 

REGION VII APPLIES FOR GRANTS

 

     Region VII, Gold Coast Library Network, has applied for Supplemental Development Funds in accordance with the announcement from the State Library.  Projects are to encourage the development of network services, widen the potential diversity of participating libraries, and lead toward network development.  The projects should be able to be accomplished and provide visible benefits to the developing network.  Region VII is submitting the following grants:

 

1.  A comprehensive marketing and communications program which will develop communications material and marketing tools so the region can inform, educate, recruit and promote its formation and services to citizens of the region.  The request is for $75,000 Library of California (LOC) funds with $15,000 in-kind contribution.

 

2.  A program to negotiate an online database contract for the Gale Biography Resource, to be free to the libraries for a year and at a reduced rate thereafter.  The request is for $130,000 LOC funds with an in-kind contribution of $56,000.

 

3.  A project to install equipment for three video conferencing sites, one in each county, to facilitate and encourage participation in the meeting and communication process of Region VII.  The request is for $51,000 in LOC funds and $12,500 in-kind contribution.

 

4.  A project to provide assistance to automate small libraries with unique collections.  Region VII is asking for $200,000 in LOC money.  The grants to individual libraries will be for $25,000 to $50,000.

5.  Funds to implement a region-wide program of training to increase understanding of electronic interconnections between libraries and improve computer, internet and telecommunication skills and knowledge.  The request is for

$18,000 in LOC funds with $47,000 in-kind contribution.

 

6.  Scholarship grant funds for scholarships to conferences, workshops, or courses that will enhance knowledge of computers, telecommunications, and electronic resources among library personnel in Region VII.  The request is for $40,000 in LOC funds with $40,000 in-kind contribution.

 

7.  Funds to analyze electronic status and readiness for interconnections.  The request is for $56,000 LOC funds with $10,500 in-kind contribution.

 

8.  Funds to link electronically-ready libraries for searching and automated interlibrary loan processing.  The request is for $900,000 LOC funds with $164,000 in-kind contribution.

 

 

ELECTRONIC CATALOG CONNECTIONS IN CALIFORNIA

 

     Joan Frye Williams submitted her September 1999 report titled Linked Systems Study Update with Recommendations for the Future.  The report is a study of California’s progress in creating a virtual catalog for resource sharing.  Each region will have its own system.

 

     In her report, Joan Frye Williams looks at twenty components of the infrastructure she believes we will need to support projects such as electronic catalogs.  Her list includes skills, technology and equipment, along with assessment of each component, problems encountered, and recommendations.

REGION VII, GOLD COAST LIBRARY NETWORK, TO APPLY FOR NETWORK STATUS

 

     March 2000 is the deadline for network status as of 7-1-2000.  Gold Coast expects to apply.  The Core Planning Group committee will work on task assignments at its meeting on January 27, 2000.  Work needed includes Bylaws; Long-range plan of service (definition of services to be provided to libraries, an outline of transition of services from CLSA to LOC, and a set of minimum resource-sharing performance standards for each participating library, along with a process to ensure that all participating libraries meet the minimum standards); Budget; and Completion of Application (ensuring that all components exist and are correctly prepared).

LIBRARY OF CALIFORNIA

ISSUES BYLAWS TEMPLATE

 

     The Library of California has issued sample bylaws.  Each region will be incorporated as a nonprofit public benefit corporation and will have its own individual bylaws.  The Region VII Bylaws Committee, Octavio Sifuentes, chair, has been working to modify the sample bylaws to fit our needs.

 

     The Template has thirty-six pages of text.  The first draft of the Region VII bylaws was two pages.  Octavio Sifuentes and the Bylaws Committee have a big job.
