CALL TO ORDER: David Dowell (we will start on time).
1. ADOPTION OF AGENDA
2. APPROVAL OF MINUTES OF JANUARY 27, 1999, recorded by Jeanne Callahan, posted on the Gold Coast Library Network Web Page http://goldcoastlibraries.org. Click Minutes. PLEASE READ THE MINUTES BEFORE YOU COME TO THE MEETING!
IF WE WANT TO BE A NETWORK BY JULY 2000, WE HAVE TO TAKE ACTION ON SOME CRITICAL STEPS. DAVID DOWELL AND STARRETT KREISSMAN RECEIVED SAMPLE DOCUMENTS ON JANUARY 28 THAT INDICATE THE WORK THAT IS NEEDED.
3. BYLAWS, Octavio Sifuentes, Chair. Moved by the Bylaws Committee, requiring no second, to approve the proposed Gold Coast Library Network Bylaws based on the State Library template in concept and hire a local non-profit corporation lawyer to review/revise to meet our needs and the law. QUESTION: Do we have enough Planning Grant money for lawyers etc.? Do we need to ask for more Planning Grant money? |

4. ELECTIONS. Suggested Motion: to appoint a nominating committee today and hold elections in March so the Network Officers will be in place to handle incorporation.

5. AFFILIATION REQUEST FORMS (Membership forms). Suggested Motion: to finalize Affiliation Request form today and issue it to potential network members by March 10 so we will have enough fully-executed memberships to apply for network status according to the timetable. |

6. APPLICATION FOR APPROVAL AS A REGIONAL LIBRARY NETWORK. (See Checklist in Draft Form.) a. First year Plan of Service = Transition Committee with Budget and Budget narrative. b. 8. GRANTS. The ranking made at the January 27, 2000 in order of priority: Marketing followed by databases, electronic status, automate collections, training, video conferencing, Link OPACS, and scholarships. |

9. LIBRARY OF CALIFORNIA BOARD MEETING IN SANTA BARBARA in June. The date has not been set as of 2/18/00. Suggested Motion: to work with TIE and Black Gold System Advisory Board to arrange a special event for June 2000 Library of California Board Meeting in Santa Barbara. |

LIBRARY OF CALIFORNIA BOARD Los Angeles, Feb. 16,17, 18 Supplemental Funding Requests for Projects and Planning, January 2000 Regulations: The Office of Administrative Law suggested no substantive changes so phase one regulations are nearly done. New Map: Region VIII decided to merge with Region II so there are now only 7 planning regions of the Library of California. Summaries of the Supplemental Reports from all Regions will be available at the Core Planning Group meeting or by request.

PARKING: Parking attendants will be provided with a list of the Core Planning Group. If you are not on the Core Planning Group and plan to attend, it is especially important to RSVP so that you will be added to the parking list. Otherwise, you will have to pay $5.00 to park.
When you get to the university gate, stop to get a one-day parking permit.* Names of the Region VII committee members will be on a list held at the information kiosk. Proceed to the Mesa Parking Structure, around to the right until you see the sign for Ocean Road (just past the main administration building); turn left and into the parking structure. Map: Several maps of the campus are linked at http://www.admit.ucsb.edu/vcen/CampusMap.htm. The maps marked “high quality” are a lot easier to read and more up-to-date with the name/location of the parking structure. Davidson Library is right in the middle of the campus, and the main entrance plaza is on the west side of the building facing onto a large campus mall area. The meeting will be held in the Cheadle Room, on the third floor near the Administrative Suite (south end of the building).
*There will be no parking fee for us. Region VII will be handling the fee (provided you are on the Core Planning List or have called in your RSVP to Sarah Pritchard).
We are requesting that everyone RSVP, as Sarah will need an attendance count in order to plan refreshments. |
