1. Description of the Developmental Project or Program the planning region would like to be funded through supplemental Library of California funds.
Describe the proposed program or service in sufficient detail to explain what it is, describe what it does and what it can do for regional development, and provide any detail which is necessary to clarify and explain the program or project. Detail must be sufficient to support your budgeting and funding request.
We propose to provide funds for up to six libraries in our region for retrospective conversion of cataloging records, for hardware and software for an on-line public access catalog (OPAC), and for a network infrastructure with a high-speed connection to the Internet. These funds are for the first year only. Libraries that apply and are selected will agree to continue funding ongoing costs for subsequent years.
Within Gold Coast Library Network/Region VII, there are over thirty small special libraries—such as museum, medical, and law libraries—with unique collections. Many of these libraries lack the funds necessary to automate their collections within the time frame suggested for the Library of California. To ensure the best contribution of materials from our region to the Library of California, many of these collections should be automated now. Both assessment and implementation are paid for by this grant.
In order to ensure that the libraries that receive a grant can use it effectively, the region will hire a consultant to help develop selection criteria and work with a selection committee. In addition, the consultant (or consultants) will work with libraries to develop their projects. After decisions are made, the consultant (or consultants) will work with the libraries that receive grants to implement the projects.

On December 16, 1999, members of the Gold Coast Library Network Core Planning group convened and shared ideas about how to develop a strong regional membership in LOC. At that meeting a team was formed to study this project. The team drafted this application, which will be reviewed and edited by the entire Core Planning Group at its next regular meeting on January 27, 2000.
Public and academic libraries in Gold Coast Library Network are ready to link to the Library of California, but we have identified a significant number of smaller libraries that cannot consider active virtual participation now because they are not ready to automate. Our information comes from a database of this region prepared in April 1999, by Stephen Wise, Library Technician, Santa Maria Library, and from the TIE (Total Library Exchange) 1999 directory. These libraries can offer special collections not available through academic or public library systems. Those chosen as recipients of grant funds must meet the following criteria:
a. qualify for membership in the Library of California,
b. house a collection of significant subject depth,
c. be unable to complete or begin automation now,
d. belong to an institution willing to continue and maintain its automated catalog and Internet access after this first year.

3. Libraries to participate in the proposed program or project
Specify the libraries and/or type of libraries to participate in this grant. If all libraries in the planning region will be participants or potential participants, specify that fact. Provide a brief rationale for why these libraries are and should be the proposed participants.
This project is designed to convert small libraries with unique collections of significant subject coverage whose automation would enhance both the region and the Library of California. Libraries will, in their proposals, outline current means of access to their collections and detail their current level of automation, if any. We expect that the process each recipient follows will serve as a model for other libraries in this and other regions as they begin their automation.
4. Impact of the proposed program or project on the development of the Regional Library Network
Describe how implementation of the proposed program or project enhances network development. What specifically does it add to the development of the network? Who does it serve? How does it encourage increased participation/membership? Should this program be funded, what are the requirements for keeping it going or delivering the service once this funding ceases? Include any further details on impacts that will assist in analyzing your application.
The Library of California is meant to link all types of libraries together. We encourage all types of libraries in Region VII to join LOC, and participate fully. Clearly, a solid core of larger academic, public, special, and school libraries in this area is ready to link now. The intent of LOC, however, is to enable the doors of small special libraries also to open, and that will not happen for some of them any time soon without outside help. Region VII has a variety of unusually good special collections. Significant art history, botany, history, law, medicine, natural history, photography, science, and technical collections abound. We propose to grant funds to six of these libraries to automate their collections, acquiring hardware and software, retrospective conversion of catalog records, and installing networking infrastructure to connect these libraries to the Internet. A strong and varied library collection within our region will serve our regional community, encourage the knowledge and use of libraries, and enhance the entire state system. It should begin with as many active member libraries as possible.
The funds requested here will pay for retrospective conversion, hardware and software for automation, and the installation of Internet services and consulting services to help ensure good proposals and successful awards. Potential recipients must complete a detailed questionnaire regarding the value of their collection to our region and the LOC, and provide a detailed description of hardware, software, requirements for retrospective conversion, and Internet installation, which will provide information for assessing readiness for automation. They must present technology profiles that will determine their needs. For example, perhaps some of a collection may already be converted to MARC. Perhaps some of the required hardware will already be in place. Funds will be tailored to needs of the individual library.
This application also requests funding for consulting services for libraries. The libraries targeted by this project will not have the expertise to plan and write specifications for automation and conversion and perform detailed technical planning.
5. Provide a timeline for the implementation of the project or program once funding is available.
