1. Description of the Developmental Project or Program the planning region would like to be funded through supplemental Library of California funds.
Describe the proposed program or service in sufficient detail to explain what it is, describe what it does and what it can do for regional development, and provide any detail which is necessary to clarify and explain the program or project. Detail must be sufficient to support your budgeting and funding request.
Funds are being requested for scholarships to conferences, workshops or courses that will enhance knowledge of computers, telecommunications, and electronic resources among library personnel in the Gold Coast Library Network, Region VII Library of California.
Widespread, in-depth understanding of computers, the Internet and telecommunications is essential to workers in the Library of California. Specialized conferences such as “The Internet Librarian” conference, “Computers in Libraries” the “Computer Expo” and various pre- and post-conference workshops offer librarians challenging and applicable learning experiences as well as immersion in the sights, sounds and special language of these technical and critical areas of librarianship. Courses in computer subjects such as those offered by InfoPeople, LITA, UCLA’s Friday Forums and other library schools also give individuals the opportunity to develop the specific skills needed by that person to effectively contribute to the work of the Region VII member library.
This program will provide a visible benefit to the libraries in the developing Region VII network and encourage diversity of participation since a range of offerings will match different levels of skills and experience. The program will also contribute to a stronger, more viable telecommunications infrastructure in the region by increasing the number of trained people who can provide telecommunications support, monitoring and troubleshooting for Region VII Library of California.
Types of Education to be Included:

· Troubleshooting computers, Internet servers, and telecommunications
· Use of online resources
· Analysis and evaluation of online products
· Telecommunications networks and peripherals
· Computer security
· Filters and privacy
· Web design and tools
· Microsoft certification
1. Description continued:
This individualized training program will serve three levels of sophistication:
Novice Brings a person with little or no computer skills to a basic level of understanding and comfort with technology.
Intermediate Accommodates those who have already developed substantial skill and understanding and wish to improve ability and expertise.
Advanced Offers those with a high level of sophistication the opportunity to keep abreast of current trends, to keep up-to-date with future developments, and to better create long-range telecommunications and online plans and visions.
Under this program, an individual will apply for a “scholarship” to help defray conference fees, room and board and travel costs for attending a conference. The applicant will need to meet eligibility requirements such as securing library administration support for released time to attend. In addition, a person who receives a scholarship would be required to prepare a written report or article that could be shared with others via the web site or newsletter or other media. Other options for sharing the information gained would be presentations at meetings, debriefing interviews with individuals or a small group, a video presentation, etc.
2. What process did the Regional Planning Group follow to develop funding requests? What data, condition and/or needs assessment supports this request?
The Transition Committee of Region VII conducted a survey in October 1999 to determine what services the members of Region VII wanted from the Library of California. The survey showed that training, especially technology training, was a strong interest of all types of libraries. In addition, a hands-on Internet training workshop given in the region last year was unable to accommodate all interested library staff even though the training was given in both the north and south of the region. The Core Planning Group discussed regional needs in a brainstorming session during its regular meeting in December 1999 and supplemental development grant ideas were solicited from other interested people who could not attend the Core Planning Group meeting. Again, technology training was identified as highly desirable.
3. Libraries to participate in the proposed program or project
Specify the libraries and/or type of libraries to participate in this grant. If all libraries in the planning region will be participants or potential participants, specify that fact. Provide a brief rationale for why these libraries are and should be the proposed participants.
It is anticipated that libraries that are members of the Core Planning group (or members of the Regional Network if it is established during the grant period) will participate in the scholarship project funded by this grant. Additional libraries may participate by joining the Core Planning Group or the Network. Scholarship applicants must be employed by an institution that is a member of Region VII. Other eligibility criteria will be developed in the first months of the grant.

4. Impact of the proposed program or project on the development of the Regional Library Network
Describe how implementation of the proposed program or project enhances network development. What specifically does it add to the development of the network? Who does it serve? How does it encourage increased participation/membership? Should this program be funded, what are the requirements for keeping it going or delivering the service once this funding ceases? Include any further details on impacts that will assist in analyzing your application.
This project will be a significant part of the region’s member benefit package. Libraries will see that it is advantageous to have their staff eligible for scholarships focused on individualized training. There are a number of Region VII libraries whose budget cannot support staff attendance at specialized conferences. This program will be of particular interest to them.
The skill levels of librarians in the Region will be enhanced and all patrons of the multi-type libraries within Region VII can be expected to receive better service as a direct benefit of increased staff expertise and knowledge.
The region will also benefit because the scholarship recipients will be required to supply at a minimum, a newsletter article or a web report. They might also give an oral presentation, be a guest at a staff meeting, be available for one-on-one discussions with interested parties. This program will augment the array of shared benefits and local member benefits.
Training is a major need for Region VII. We would anticipate that a scholarship project would be one of the programs that would be supported by the region on an ongoing basis.
5. Provide a timeline for the implementation of the project or program once funding is available.
Assuming funding is released by July 1, 2000:

Develop criteria for applicants
Develop a list of upcoming events with Core Planning Group
Name as Scholarship Committee representing all types of libraries with fiscal agent

Develop publicity about the program
